Section 1.  LISTING PROCEDURES:  Listings of real or personal property of the following types, which are listed subject to a real estate broker’s license located within the service area (Shelby, Tipton, Fayette, Hardeman, Hardin, Lauderdale, McNairy, Madison, Haywood, and Chester counties in Tennessee, DeSoto County in Mississippi and Crittenden County in Arkansas) of the multiple listing service, and are taken by participants on an “exclusive right to sell” or “exclusive agency” listing form, shall be delivered to the multiple listing service within (1) business day after all necessary signatures of seller(s) have been obtained: ...

What Does this Mean?
If an agent has a listing agreement in any of the counties within the MLS service area (underlined above) it must be included in the MLS within one business day of all signatures.
